Chassis fans and lights working, CPU heatsink spins once and stops with no BIOS beep

CPU: Intel I5-2500K
Video: EVGA GTX560ti
RAM: Corsair Vengeance 2x4gb ddr3
PSU: Corsair CX500
OS: Windows 7 64-bit

I built this computer just over a year ago and it had been working exceptionally until last month when it started rebooting itself and not recognizing USB. Yesterday, after shutting the computer down during a vicious thunderstorm, I went to turn it back on.... The CPU heatsink spun for half a second, no cpu mobo lights or bios beep but the case fans work and the case lighting works.

Is it a dead motherboard? I'm hoping it's not the CPU....

check the light at mobo .. the light mobo turn on is OK for supply :D but this way light good condition from book ..MEM ok - light flashing on-off>> CPU light flashing on-off >> Chipset CPU light flashing on-off .. beep and then all light out except light mobo .. from the three-way if there is a stop light and continue living, then something went wrong and look at the position where the stop lights. CPU / RAM / Chipset
also you must try use onboard in the test good luck
