Power And Computer Never Fully Shut Down?

My manually built PC has worked fine for months. I just moved from one location to another last week, and that's when this issue started. Whenever I "shut down" my pc through windows, windows will completely shut down to the point where my monitor recognizes and goes to black like normal. However, my pc still runs, fans, etc, and i am forced to hold the power button down to shut it off completely.

Also whenever my pc goes into automatic sleep mode, it will not return to my current screen until i hold the power button (shutting comp down), and then press button to turn my computer back on.

Is this likely a power supply issue? Any tips or settings? Thanks
 
Solution
Yeah if you have some compressed air or just blow really hard.

Take a look at the main power connections with a magnifying glass and check theres nothing stuck in there.

Bummer, i tried a new psu today, and had the same problem.

My parts are
- psu: cx 430
- cpu: i5 3470
- motherboard: As rock H77m
- graphics: AMD Raedon HD 7700

sorry, i'm sort of new to computers and such. by blowing out, do you mean just blow air to clear out dusty connections? or is there a way to test each connection? thanks.
