How to tell if your CPU will bottleneck your GPU or vice-versa?

I was wondering if there was a way to tell if your CPU will bottleneck your GPU or vice-versa. I have an i5-3570k and 7870 GHz edition that I just got. How would I be able to tell which one, if any, would bottleneck the other. I want to overclock them, but am not sure if overclocking both would be useless or not. Is there any way you can balance them? I don't want to overclock too much if it won't yield a big performance increase. I am wondering about this in general as well, not just with my CPU/GPU combo.

Thanks.

Ha, I guess that's one way. I was wondering if there was any way to tell just by looking at the specs?

so my cpu useage in is the 90's% and my gpu is in the 40's% would that mean my cpu is bottlenecking my gpu?

The OP is the one with the Core i5; the AMD owner is another person.
