Both are recent OEM cards, and im thinking witch computer should I get as one has the 8570 and the other has the HD 4600 intel graphics...
Radeon HD 8570: http://www.amd.com/us/products/desktop/graphics/8000/Pa...
intel HD 4600:
http://www.notebookcheck.net/Intel-HD-Graphics-4600.861...
Here are my OEM choices:
Intel® Core™ i5 @ 3.0GHz Running (4600 Graphics)
Intel Core i5 3470 @ 3.2GHz Running (Radeon HD 8570)

Which OEM/Graphics would run better?

note* I know both are not the best GPU's and I should build my own but im already buying one....

Yeah thats what I was thinking, Because I saw that Intel steeped up their game with the 4600 with some not to shabby stats....

But an independent Radeon graphics card would always be better...
Here is the card running BF3 at 30+ fps

That is impressive for that card, you should be able to play most games at settings which are suitable and at a reasonable FPS. obviously the older the game engine the better your card will perform.

One quick question before you go:
Is the CPU: Intel Core i5 3470 @ 3.2GHz and Memory: 12GB DDR3 good, do those need upgrading?
Or can they run games like BF3 and PS2 no problem....
I know the GPU is a little weak but will the CPU and Memory on this rig get the job done?

You certainly have enough RAM that's for sure. When I play games such as Borderlands I only take up 3GB of my 8GB RAM. Your CPU is powerful enough, I don't believe there will be any bottlenecking.

In short your RAM and CPU are capable of playing games.
