2133mhz ram will only run at 1600mhz

I just built a new pc with i7 4770k, asus z87 pro and corsair vengeance 2133 mhz ram, but for some reason the ram wont go above 1600mhz without saying overlcock failed. I tried enabling xmp profile in the bios but it just does the same thing, does anyone know how to get it to run at the top speed.

Ok i will try that but I only have a stock cooler atm so i'm not sure if its safe to oc my cpu. The motherboard is the asus z87 pro

Ok so I updated my bios to the latest version on the ASUS website but I am still having the same problem, it's still saying overclock failed after I enable the XMP profile but I can now discard changes and it boots into windows and everything seems to be working fine. I'm still not sure if its running at 2133mhz though, here is a screen shot of cpu-z

I'm guessing that it's not as its says 1600mhz. Any suggestions on what to try next?

Ok i will give it all a go, is it safe though? I have never messed around with voltages before, any chance you could give me a step by step on how to change the voltage and vccsa?
