GTX 670 Underperforming?

Hello, I have recently bought CoD4 for my PC and I have started playing it online. I have heard about the 125/250/333FPS jumps that require the proper framerate to actually make the jump.
This got me thinking that I should try and see if I can get 333FPS out of my system, and so I set the max FPS to 333 and I'm not getting anywhere near that. I will average at about 150FPS with everything on the lowest it can be while still at 1920x1080 resolution.
I have tried the same but with 640x480 resolution and I can achieve 333FPS but I am just wondering why I can't pull it off at the resolution I want.

System specs:

CPU: Intel i5 2300 Sandybridge Quad @ 2.80GHz

GPU: EVGA GTX 670 FTW 2048MB

MoBo: MSI Z68S G43 (G3)

RAM: GeiL EVOTWO 8GB (2x4GB) DDR3 2133GHz Dual

PSU: Corsair AX750 750W
 
I've heard CoD has a frame limiter built in. I believe there is an .ini file that can be alter to allow for higher FPS. You may want to search that.

You won't get kicked from servers as long as you don't set it too high. Open up console by pressing the ~ key. Then type /com_maxfps [number you want]. I'd recommend setting it to 125-250. If you keep the max to 250 you're not going to get kicked from servers.

It would seem by the conversation, you may get kicked out of the game if you set the cap too high.

As I said in my post, I can achieve it, just not at 1920x1080, but I should be able to since there are people with GTX 550s doing it.

I know that there is the possiblity of being kicked from servers for having an FPS cap above 250, but that's not my problem. My problem is that I cannot achieve a steady 333FPS and I am curious as to why I can't as, currently, it feels like my system is not performing to the standard that it should.
 
I'm sorry, but I read through it two or three times and did not see you mentioned you are using the lowest in game settings.

I see after a 4th read, you sort of mentioned it. Mentioning you played it "on the lowest it can." I guess you meant the lowest settings the game has, by that.

So can anybody actually help me with this problem? Is it a driver issue? I did down-date my Nvidia drivers from 320.49 to 306.23 as I heard that this driver seemed to work for some but it doesn't change much for me. Does having two monitors hooked to my graphics card affect anything? - I have heard it could from a few people.

You should maybe google "COD4 333 FPS". You'll see why I want that exact framerate. There are certain jumps/bounces in game that you can't make unless you have 333 FPS.
