AMD Cpu multiplier dropping when hits 60ºC

I am having troubles with my AMD Phenon II x4 960t OC'ed at 6 cores 4Ghz. When it hits exactly 60ºC the multiplier drops from 20.0x to 8.0x. Cool n' Quiet, C1E and Turbo are off, high performance in power savings, and there are no options to determine the max CPU temp on bios. My MoB is an Asus M4a88t-M. I already searched all the internet, but i didn't found anything. What should i do?

I would back it off to 3.8 and see if it does it as well cuz it sounds like its throttle back when its pushed to far.

If your case and hardware could handle a 212 hyper or 212 evo from cooler master both excellent coolers for 30 bucks or less that may make a great deal of difference.

I have an 212 hyper, 60c isn't too high. I don't want tips to how make it cooler, i want to know how to stop the multiplier drops.

well lets see its not running at 4ghz very well is it so the Tip from me to you is to back it down till you find the sweet spot that it will run before it throttles it self down. Couldn't be easier to understand this.

It IS running at 4.0GHz. But after some time the multiplier is dropping because the temp. Like in games, it runs very well, but when the CPU clock drops the FPS drops too.
