Running at lower resolutions gives me a black border after drivers?

Hey, i was installing some catalyst drivers since i believed mine were out of date. During the installation the screen kept cutting out and the windows device disconnect sound started then it connected again and it was fine. It repeated this until i opened up task mamager and stopped the installation.

Now, before the installation, when i ran on lower resolutions such as 1280x720 on my 1920x1080 it would fit the screen with no black borders. Now after it, running at that res gives me a thick black border around the actual media playing such as games.

Sleeping Dogs does this, GTA IV does this, etc. The problem is 1080p is a big toll and running at lower resolutions is a key factor in playing games on my system. But the black borders bug me!

AMD 6600k APU
8gb 1600mhz RAM
