Computer not turning on(Possibly PSU)

I needed to shutdown my computer, a few minutes later I went to turn it back on and it failed to turn on. I noticed that the motherboard lights were on and everything but no fans were running and nothing was turning on. I turned the PSU off and then on. When I pressed the power button and the cpu fan turned on for around a revolution, then shut off. I suspect this means that the PSU is to blame. I have only had this computer since december and I am confused why this happened. I my PSU is a corsair TX850M, case is corsair 650D, CPU is i7 3770k, GPU is Nvidea GTX 660 Ti Sc, and the MB is ASUS P8Z77-V Pro. Thanks to all help.

I reset the cmos, after checking all wires and unplugging the GPU. It started to boot but the computer failed to post and the boot drives red light on the MB was on. I then tried to plug my monitor into the motherboard itself for integrated GFX. Sparks flew from the DVI connector on the motherboard. All of my parts are still under warranty I just need to know what to return at this point.
