If you do a fresh install of Windows, that tends to delete all the data that was on there previously.

If you're selling the PC with Windows on it, you should give them the disc and key with it. If not, don't install it.
Depending on how paranoid you want to be, anything from a simple format to using dd or a disk-shredding tool, or keeping the SSD and selling it with a $60 HDD.

Download a Windows installer from Microsoft, keep a note of that key and use a Secure Erase program (you can likely get one from OCZ or use a bunch of 3rd party ones) to wipe the drive.
Boot off a USB drive with the installer on it, re-install Windows using the key.
Should be good from there.
