Poor GTX 770 4gb performance

Hey guys. I've built a new rig some time ago and I'm noticing that my GTX 770 isn't performing as well as it should be. In games like Planetside 2 maxed @ 1080p, other people with the same card get around 50-60fps averages (core i5 3570k). I'm getting a mere 20-40 ish FPS, not in heavy fights! In GTA 4 EFLC maxed @ 1080p with ICEnhancer 2.1 and a few other mods, I'm suffering framerates of 10-15 FPS.
My specs:
Gigabyte GTX 770 4gb Windforce OC
AMD FX 8320
Asrock Extreme4 990FX mobo
G.Skill sniper series 8gb 2133Mhz RAM
OCZ Vertex 4 128gb SSD
I need to know if I got the performance I payed for and if I need to RMA. Maybe I'm just being paranoid...

I've read that the 8320 does not bottleneck with a GTX 770, even at stock clocks. Yeah, the 3570k is better, but not by THAT much. The 8320 is the same CPU as the 8350, just underclocked pretty much. In comparison with the 3570k, there should be only a 5 FPS or so difference, not 30!

the 8350 is much worst for gaming then the 3570, becuase its single core performence is really bad, and will only do as good\better in game that use all cores. take a look at the following benchmarks.

as you can see, the diffrence between ur cpu and ur freinds cpu can be quite big in some games, iam not sure about planetside, because i havent been able to find benchmarks, but it makes sense if you 10-15 less frames then your freind.

and also planetside 2 has ALOT of settings that can affect ur fps, make sure if you compare it to ur freind, you both are using the exact in game settings, not just the same resolution.

I get better fps with a 7870 LE with somewhat the same setup as you. Have you checked if you got anything power saving options that might prevent your card to be used at 100%?

Can you pop your videocard into another computer to see if performance increase?

The only other thing i could see would be your PSU not giving enough power to your GTX 770.

Your absolutely right about it not being the bottleneck. Nowhere near in fact. Im getting these same issues playing Mechwarrior at the moment. I have benched and tested other games and they play fine. Every once in a while (happens a good bit with Planetside) the devs fail to optimize a certain patch and end up fixing it the next round. I think this is the case with our GFX cards as they are beasts and so are the FX CPUs. Don't listen to these intel fanboys as fps differences between mine (the 8350) vs the 3770k are at max 5-15 fps with no CPU bottleneck in sight and that was using a 7970 which is a very powerful card. intel fanboys, yes yes, I do wish I could blame the poor solutions of my cards poor performance on that Intel fan boys only seek to destroy amd and thus create a monopoly so large that not even farnsworth's good news everyone could get us out of it...muaha...MUAHAHAHA !

but sereiously if you ask questions on here, then please dont throw all the possibilities away, i myself like intel and amd, but the truth is the truth, the amd 8320 and the core i5 is alot.

I have a Corsair CX600 80+ bronze. The only other PC's I can pop this card into would blow up. I'm going to try doing a clean install of Windows 8 Pro (I'm running Win 7 Ult.). Otherwise, I guess I'll have to send back the card and grab a new one and see what that does.

Do you guys think it has anything to do with Windows? I'm running Windows 7 Ultimate at the moment and I'm going to install Windows 8 Pro today (I have a copy). Perhaps DX support? I'm also running the 320.49 driver for those of you wondering.

Come on, guys. I'm getting flipping 20-30 fps in PS2 in heavy fights now. I have to turn down my resolution and some settings to keep it smooth. I really want to know what's up with this card or my system for that matter.

Yes, I've installed windows 8. GTA now runs around 30-100 FPS without ENB which is still a bit low but that's just the game. I've benchmarked it in unigine heaven 4.0 and got 45 FPS on Ultra/Extreme at 1920x1080, so my card is totally fine. I've pretty much OC'ed everything and my games seem to be running perfectly fine now.

It isnt your system that is causing low framerates in MWO. the game is poorly developed. It is still running on DX9. I asked the devs about this issue and they even told me that this game is not optimized for high end systems. I have had guys with Titans and I7 processors say they only get 50fps on this game.

Go into your Nvidia Control Center. Under "Manage 3D settings" click on "global settings" and scroll down. Find the "power management mode" and select "Prefer maximum performance." Also download CPU-Z. When you open it look for the PCIe window and make sure it says either 2.0 x 16 or 3.0 x 16.
