I would like to now which budget "quiet" cpu air cooler you think is the best?

Is it still the cooler master hyper 212 evo?

Yep, still Hyper 212 Evo.
Personally i would go with nicer aesthetic Xigmatek Dark Knight II rather than Hyper 212, easy to mount, black heatsink and nicer look of course.
About quiet, fan mostly is the factor, heatsink will not unless it vibrate when the fan spin up, cause a little noise.

Don't care about looks, because i don't have a window in my pc, the dark knight II i can't find for sale in Denmark (the Dark Knight SD-1283 Night Hawk Edition is not a budget cpu air cooler, it's about 25-26€ more expensive then the hyper 212 evo)

Let get it throughout on budget CPU cooler choice.
CM Hyper 212 Evo > Xigmatek Gaia > CM TX3
Xigmatek Gaia also good budget cooler if you don't want Hyper 212 Evo, only 2-3c higher than it, meanwhile TX3 is not bad for budget option. CM 212 Plus, if you find it cheap then take it, not much difference from Evo or identical otherwise.

Theres hyper 212 plus the old one, the new one is the evo and then there is the hyper 212x which one is the best

In my opinion, all heatsink is on par, the things make difference is fans,
Cooler Master claim that there is improvement in newer version than older one, but i not believe so, it just a marketing stategy however.

Must admit i don't like the noise, sound of my corsair H100i, it's even on low rpm (500) and still not as silent as i hoped for (on quiet settings 1150 rpm corsair is to me surprisingly loud).

Want to dismantle my corsair and buy a good budget one (not shure about the cooler master, because i have problems mounting my big cooler master v8 and it's almost the same way you mount a hyper 212) when i have the money buy the Noctua NH-D14 or mabye something in between the cooler master and noctua, might have to wait along time before someone want's to buy my corsair, had somebody who wanted to buy mine but he found a 4 week old H100i he bought for very close to half price, not gonna do that with my H100i
