So let's say that I want to have a pc that has two hard drives. One drive has Win XP 32bit and the other has Win 7 64bit. Let's also say that this pc has 12 gig's of RAM installed. How would I limit the 32bit system to use only 4 gig's out of the 12 that's actually there?

32-bit is already limited to 4GB. If you're talking about a VM, you can do that while setting it up.
