I'm thinking of buying this graphics card: http://www.newegg.com/Product/Product.aspx?Item=N82E168...
and I'm wondering if my PC can run it.
My specs are AMD Sempron(tm) 140 Processor

If your motherboard has a PCIe x16 slot and your power supply will meet the power needs of the video card, then yes it will run.

However, your CPU (Semprom 140) is woefully underpowered to meet the processing capabilities of your desired new video card. Your system will not be balanced.

What are the specs for the rest of your system?

Need to know what motherboard you actually have (as well as what power supply you have), but given that it's an AM2 processor, chances are, it's physically compatible.

However, given that you have only a single core processor (unless you were able to unlock the second core), that graphics card is far too powerful for your processor. A GT630 would probably be a better fit.
