When I run WinDirStat it is showing 197.3Gb as unknown memory which just happens to be the amount of memory missing when I run Properties on my C drive.

I did think it might be due to my external drive which hosts all my videos and music being hosted on a network eating up my C drive memory but this is not the case.

I have run CC Cleaner, scan disk, etc but my memory as being taken up with something.

Windows keeps shadow copies and system restore points if you have not shut those features off. Overtime it can take a fair bit of space on a large drive.

Use the windows disk cleanup and clean up system files option that makes the More Options section to clean-up restore and shadow copies.

Windows also has some files hidden from the user(and not accessible)

Let me know if that helps any. External drives should not mess with your normal drives.
