Plan to use it for internet, photo editing, video editing, digital music playback, watching internet videos and camcorder videos

Important needs are that it's relatively quiet, and doesn't generate a lot of heat.

Do I need a video card?

Price isn't a big issue, just want the best setup for my needs.

Preferred website for parts is

Solution
Your list is reasonable

Your apps can make use of lots of ram, I might go for 16gb up front.

Go ahead and use the integrated graphics. You can always add a discrete card later.

The corsair 600cx is reasonable, and can handle a discrete card as strong as a GTX780.

Drop the SSD. Drop the Heat sink, use the stock one. Get this case: http://www.newegg.com/Product/Product.aspx?Item=N82E16811156284 it's f***ing awesome! And yes you will need a GPU, a 77xx series will be great (amd). Also if you want to save more money dont get a "k" series GPU, an i3 3220, is perfect. And you only need 4gb for what your doing. And if you dont want heat, dont overclock.

Also you didnt mention gaming, so I havent suggest gaming suggestions. Also some generic h61 chipset MOBO will be fine.

With as much video/photo stuff as you sound like you'll be doing, i'd suggest a mid grade card to speed up renders, if you're using Adobe stuff, i believe it uses OpenGL and get an AMD Card, a 7770 or something around there. If whatever you're using supports CUDA, go 650 ti area

If I were to go with the i7 4770 instead of the i5 3570, would I be able to get by without the video card. I would like this system to be as quiet and generate the least amount of heat possible. Not doing gaming on it. Just photo/video editing and watching You Tube videos.

Trust me, get an AMD 7750, and the most expensive intel 4 core processor you can find, that hasn't got a letter after it. You'll want to go for thats hyperthreaded also, so an i7 is ideal.

It's a case of what you demand. You can edit on an old E3200 dual core * I do occasionally* but what takes half an hour on it takes like 3 minutes on an i5... or one and a half minutes on an i7. Is that time saving worth the price of an i7 or will you be happy with an i5. Its by no means necessary, just a luxury.
