Make sure Cool N' Quiet is disabled in the bios also while you are there turn off spread spectrum, amd turbo core and make manual core selection enabled and turn on all 8 modules/cores

It's supposed to happen when C-states are enabled on your motherboard BIOS or some power saving profile enabled on the motherboard's application installed on windows. However, when the processor starts working (not idle) it should go right back to its stock speed.

Mine idles at 1400mhz and jumps up to 4Ghz when processor activity kicks in like when I run an app. Check all the power saving options on your motherboard. there are lots of them. The Cool and Quiet should be "Disabled by CPU" for instance.

if you watch the video you will see me start a stress test and the core speed stays the same and i have tryed turning off all the powersaveing settings even the c-state ones and my bios is the latest one thats why i am posting here and sorry i didnt give more info the first time

here are my specs:
op- windows 7 64bit home premium
mobo- asrock fatal1ty 990fx professional
cpu- amd fx 8350
gpu- xfx hd 6770 1gb ddr5
ps- fatal1ty 750w
ram- corsair vengeance lp 8gb (2x4gb) 1866 ddr3 red (running at 1600)

I would really say make sure everything I mentioned is off and give yourself a fixed CPU voltage rather than auto
Also run prime95 and see if the voltage and clock goes up

i made sure everything is off and ran prime95 and the frequency stayed the same as if it wasnt on (same for volt. and mult.)
i can make another vid of me doing it if u want?

yes i have installed those hotfixs and i have had amd overdrive since i made my pc almost 1 year ago.

uninstall amd overdrive and all over clocking material/apps and Run CCleaner to clean your Registry and redundant drivers in your system
Also make sure you have BIOS 1.70 or 1.80,1.90

First, I have to say, I didn't realize anyone actually used their task bar on the side instead of the bottom. Haha.

But to the point, I second the ideas of updating your BIOS. Even if you have done so recently, the last version could have been flawed for your CPU. Give that a shot. Also, if you are up to date, do a reset-to-default for all of your BIOS settings and then go back and only change the cool n' quiet jazz. Defaults are your friends.

How long have you been running this new CPU? And have you made any additional hardware changes?

i uninstlled thoses and it still isant working (i restarted too and ran ccleaner)

to answer brisa lol yea i have 2 screens. and my bios is the latest and i have tryed setting everything to default... i came here after i tryed all my ideas untill i gave up and i got this cpu about 4 or 5 hours ago and its been doing it since i installed it.

¬_¬ daymn, i this case if this were me i would confirm my BIOS version is above 1.70 ad if so take out the cpu and put it back in that can work some magic sometimes

btw i want to say thank all of you in my time of need XD and yes i have tryed reseating it. my bios is 1.90 the latest.
would updateding it again do anything?

YEIKS! The second monitor won't do anything (awesome set up though, I've been running a second monitor for a few years now and love it!). I hate to say it, but we may have a defective part on our hands. Have you checked the extra 4+4 CPU power pins from your PSU? Maybe they're not seated well. Wouldn't hurt to give it a shot.

Just realized the "two screen" comment was about the task bar on the side. I did always hate how windows 7 only puts it on one monitor. 8.1 is awesome for dual screens. You should give it a shot. It's much better than Win8 vanilla.

Nope. Fresh install. Besides, fresh OS installs are like Christmas any time of the year you choose! No bogged down registry, no crappy programs taking up space on your disk, and the best performance because you're forced to update your drivers! Haha.

Also, I agree. It sounds like RMA time. Hopefully it isn't bad. I've RMA'd HDDs, memory cards and even a whole laptop.... But never a CPU.

New thought: just took a look at your board. It has a function called Turbo UCC to unlock hide cores. I has an ASUS board a few years back and accidentally triggered this function (equivalent function that is) and it messed up my speeds on my Phenom II 955 quad core -- aka, didn't have any cores to unlock. Maybe that got activated by accident.
