Vertical sync fixes flickering?

Okay, I've never had this issue before, but I don't know really how to describe what the monitors are doing. It's like lines move up and down across the screen. It kinda hurts my eyes to be honest, but when I turn on vertical sync, it fixes the flickering. Vertical sync for some reason slows the mouse down in the game I play sooo.. yeahh.. kinda sucks.. :/ Is there anyway to fix it? Ive never had this issue before with any other monitor. 1 monitor I have connected with DVI, and it doesn't do the flickering, but the two other monitors I have connected with VGA and they both flicker.

yes VSync is actually invented to fix the flickering (it synchronizes the refresh rate of the monitor and the graphics card output as frame rates)
and yes it puts more stress on the system but totally safe to use.
and yes you can turn on OPENGL trilinear filtering to improve frame rate while vsync is on so you can "move your mouse" faster, which feels like the mouse is moving slow with low frame rates. but dont expect the same performance as if vsync is off. you can always choose to set lower, less stressful graphics details as well.

Well, it's not that the mouse moves slower because my framerate is capped to whatever these monitors are, I just think that windows is detecting the monitors as 75hz monitors, and they're 60hz. So when anything moves that isn't capped at 60FPS then it goes all wonky.
