Can this cpu run ati 7750?

Your processor is fine, it's still a dualcore so it's not that old, your motherboard has a 16x PCI so the slot for the graphics card is right. The 7750 card doesn't use massive amounts of power but my main worry for your set-up would be your 180W PSU.
i ran your old system with the GT610 through the extreme power supply calculator and it was right at the limit (saying 182 watts necessary and recommending 232watts) with the 7750 card it gives 200w minimum and 250w recommended.
so, all in all, i would say keep everything else and maybe consider a new power supply - I'm not an expert so i'd be interested in hearing other comments on your set-up

good luck it's a great videocard for the price and the 2 core duo still holds its own.

to be honest i think the 7750 is a much better card and the power usage is only a few watts higher with the 7750. The price difference shouldn't be that great so my response would be no, don't go with the 6570. either go with the 7750 and invest in a cheap Power supply or keep the computer as it is. Keep in mind that there are some good PSU's out there at 450/500w at relatively low prices.
to give you better feedback: can you tell me why you want to upgrade? what games do you play or what graphics programs are you using?what resolution is your screen?

I will play watch dogs, assassin's creed 4 etc. at even low settings at 1280x720 when they come out. Can't 6570 do it? I heard it can

the 6570 may manage to run these games at low settings and not very fluidly. the 7750 is still a much better card that uses only very little more energy.
I stick with what i said before. If you are changing anything with that computer i suggest changing your PSU.
if someone gives you the 6570 then take it. if you have to buy a 6570 or a 7750 and they have similar prices then buy the 7750. the 6570 is considered an ok media card (i.e. not for gaming) the 7750 is considered an ok gaming card.
