Need help, can't tell if Video Card is broken.

Hi, I just build my budget gaming rig and I bought the 7870 xt for the video card. My power supply is a Corsair 650 v2. The problem is, I can't get the video card to work. I tried putting it in both PCI-E slots and it didn't show up under device manager, display adapters. It also doesn't show up when I plug the monitor into the video card. The monitor screen is black when I do that.

When I turn on the computer, the Video Card fans spin a little, then stop for about 5 seconds, then spin again. If you touch the fan, it will stop spinning, and it takes about 5 seconds to start up again.

Also, I can't install the drivers because at the end of driver installation it says warnings have occurred, and when I look nothing had been installed

I got my video card from Superbiiz and I don't know if I should RMA it or if I did something wrong. My CPU is the i3-3220.

Well, since you didn't SPECIFICALLY mention it...... do you have the PCI-E power connectors in the video card? If not, that may fix the problem. If you do it sounds like the card may be DOA from a quick judgement w/o more information.

Yes, I connected the PCI-E connectors to the video card. I think I am just going to RMA it.
