Sometimes, after a few minutes of inactivity(although the sleep mode is turned off), the monitor goes dark, which I assume is normal to protect the screen. But, when I move the mouse or hit a key to get going again, all of the icons, including the start icon is gone. We have to restart the computer (sometimes multiple times) for them to return. Any suggestions?

What do you see when the PC wakes up? Does it show anything on the screen? If you have to turn it on and off a few times to get anything you are either not waiting long enough, or you should re-install Windows. Install the latest drivers for your computer, starting with the chipset and any power management drivers. A BIOS upgrade won't hurt to run either.
