PC aint booting up .. PSU suspect ..

Specs: i5 2400, Gigabyte H61M-DS2 Mobo

on pressing the power button, a sort of click/tripping sound is heard from the psu. it started happening about 2 to 3 weeks ago .. i used to hear it .. and then after about 5-10 retries it used to start ..
ive tried using a different power cable .. and the power button isnt damaged as well ..
i tried shorting the 2 pins of the power switch .. and i hear the same short 1 second tripping sound from the PSU most probably ..

is there a way i can test if the PSU is working or not ..
and any more troubleshooting steps can i take?

unplug it from everything, try shorting it agian, if it doesnt start by itself, use the fact that its already unplugged and pop it in the recycling bin.

i have tried that as well .. ive disconnected the DVD drive supply and HDD too .. and tried booting it up .. i still hear the same tripping sound ..
