CPU Temp is High

Well A few weeks back my CPU temp ranged between 35-45C but now it has started to range between 50-60C and when I start up a game or anything load intensive the temperature rises quickly to 90C where it starts to throttle the CPU. I was wondering if it was a problem with the CPU's cooler (Intel RTS2011LC Liquid Cooling Solution) or if I need to reapply the TIM or any other problem.

Can you still hear the pump on the radiator running? If not then that is the issue. Also, is there anyway you can remove the radiator and open up the fill port (provided its openable). Check to make sure there is liquid still in it.

I checked the airflow from the fans and there seems to be no problem. I removed and cleaned off the cpu block ,reapplied the arctic silver and then connected the cpu block back on. The cpu temp still doesn't seem to have changed much.

The system is about 7-8 months old and the problem started about 2 weeks ago.

It doesn't seem like the pump is working and it doesn't seem like the system is openable, so I'm guess my only option is to try to get a new cooler.
