Disk Cleanup shows 36gb in Temporary Files. Is it safe to delete?

Hello!
I usually run a disk cleanup after uninstalling alot of games and such from my pc. This usually gets rid of whatever was in the recycle bin. This time, however, I looked down at Temporary Files and it had 36gb!! The windows dialogue says: Programs sometimes store information in a TEMP folder. Before a program closes, it usually deletes this information.

That's great but which program didn't do its deleting? I though restarting would clear it out but it didn't and 30gb is an insane amount to be in a temp folder... Any suggestions? THANKS

It's not Temporary Internet Files. It's just Temporary Files. I don't have the View Files option when I click on Temporary Files...

Yep. I would post a screenshot but I am new here and don't see the option (or know if you are even allowed to attach pics...)

Still no luck. Unchecked everything and then only checked Temporary Files... I mainly just want to know exactly what these files are. And which program isn't deleting its temporary files. Any way to find out besides clicking the View Files button that is not there?
