I have a Patriot Supersonic Rage 32GB Flash Drive and I just tried to format it and it's telling me my USB is write protected.
As far as I can tell there's no lock on the outside of the usb drive, the usb drive is completely empty. I've tried doing a few things in command line and going into the registry to edit some keys but nothing seems to be helping.
I'm running Windows 8.

I recently had a USB stick do this to me, and like you I tried everything I could to revive it... RMA it, if you can, or buy a new one. With current prices, its not a free fix, but you will save a lot of hours troubleshooting something that likely has no fix for not that bad of a price.
