I'm building a PC and I want to know if everything is balanced or it will "bottleneck". And also I'd like to know if the Corsair H60 is really necessary without overclocking the CPU. Here are the specs:

Motherboard - MSI ATX LGA 1150 Z87-G45
RAM - Corsair Vengeance DDR3 1600 MHz 16GB
CPU - Intel Core i5-4670K 3.4 GHz LGA 1150
CPU Cooler - Corsair CPU Cooler Hydro Series H60
GFX Card - EVGA GTX 760 SC ACX
Case - Cooler Master Storm 2 Advanced
PSU - Rosewill ATX/EPS HIVE-650 650W
HDD - Seagate Barracuda 2TB (ST2000DM001)
SSD - ADATA 64 GB (ASP900S3-64GM-C)
DVD Drive - LG 24X Rewriter DVD (GH24NS5B)

Solution
Try to fit in bigger SSD 128GB sandisk ultra plus is cheap and good. http://pcpartpicker.com/part/sandisk-internal-hard-drive-sdssdhp128gg25
I think gigabyte is vetter video card. http://pcpartpicker.com/part/gigabyte-video-card-gvn760oc2gd
This is good and cheap cooler. http://pcpartpicker.com/part/cooler-master-cpu-cooler-rr212e20pkr1
This is cheap and good memory now. http://pcpartpicker.com/part/crucial-memory-bls2k4g3d169ds3
You did pick up best psu. 450-550w is enough for one video card.
XFX is not even close the qualitu of rosewill capstone.
But here is cheap XFX now if you want cheaper psu: http://pcpartpicker.com/part/xfx-power-supply-p1650xxxb9
And I think this gigabyte mobo is better...
You're not overclocking? Grab the i5-4430 + H87 chipset motherboard. Same performance at stock speeds.
Don't get the cheap Corsair H60. Since you're not overclocking, stick with stock cooler.
If this is a gaming build, you don't need 16gb of ram. Stick with 2x4gb rated at 1600mhz, 1.5v and CAS 9.
I would go with a higher quality psu like the XFX 550w.
You can probably upgrade the SSD to 128gb now. Or you can drop the SSD and upgrade to a GTX 770, much stronger gpu.

I agree with all of this except the PSU argument. The Capstone and HIVE series are actually = to Seasonic/XFX's lower tier models. (Like the one you rec'd.)

And do not buy the 4430 cpu. That is slower than 4670k if you want OC later then you can buy chraper asrock mobo and overclock later.
http://pcpartpicker.com/part/asrock-motherboard-h87performance all asrock B and H mobo can overclock the K cpu.

Capstone and Tachyon are really good psu. Hive I do not know. Maybe that is good too?
But the two capstone and tachyon are really good quality psu. Much better than corsair or low end xfx.
If OP is 100% sure that overclocking is no. Thenthis is really good buy. If he likes the case.
But OP can take any case he likes best.
