Either one will work with a 250W psu. Your peak power draw will not be more than 160-180W, so you're below the 80% threshold. 80% is generally the point at which power supplies are the most efficient.

I would recommend the 7750 over the 6570, there's a big difference in performance.

The 7750 has a TDP of 55W. It will not use more power than that. Your cpu uses max 65W. Adding up everything else in your system (drives, fans, etc.) you won't use more than ~20-40W more.

I should caution you that OEM PSU's are cheap, so it's still the most likely part to fail in the future. If you get the money in the future, buy a decent 400-450W PSU (I think your computer fits regular sized PSU's) that costs around $40 when on sale. Corsair is a good brand.
