help..power supply understanding

Is it all about Watt or there is other factors?? ..if i have a 700w can i make SLI graphic card?
 
The main leg that used is a 12 v plus leg. That leg used for CPU and gpu.
With power supply you have a max output of all the legs at 700w but look at the legs. The 12v legs will be 680 or so and the rest for the 5v and 3.3 legs. The wattage on a leg is calculated by the voltage times the amps.
So 680w Is 12v time 56.6 amps. The amps load is the other number you have to watch out for. To large of a load on the power supply and it can shut down or act strangely.

Perhaps a better statement may be that their quality is not consistent. They use a number of different manufacturers to make their PSU's (they do not actually make any) and quality can vary. If you research that model from legitimate reviewers such as JonnyGuru, HardwareSecrets, [H]ardOCP, etc you can see if it is a decent PSU (possible) or a dud (just as likely)
