My PC won't power off

Hello,

I built a brand new custom computer. I installed Windows XP and all the drivers. After a while I installed a few different OS's, Windows 7 --> Ubuntu --> Windows 7 --> Windows XP --> Fedora 19 --> Ubuntu --> Windows XP. When I initially installed XP and also when I had installed Windows 7 I could power off my computer but now I can't. See I can restart my computer, Windows will shut down but then it goes to a black screen and my computer is still running.

I cleared the CMOS - by removing the battery; well first I had to remove my graphics card to get to the CMOS battery and then I ejected it and then re-inserted it. So then it works I boot into Windows (by the way the ASRock start menu is different) and it goes to the Windows XP loading screen and then I get a BSoD (Blue Screen of Death). Is the BSoD due to the fact that XP is not supported cause I'll just install a newer OS (maybe some Linux distribution).
