Hi, im having trouble with my new pc,
when I power it on, it continuously reboots? All Of The Fans Spin Up And the hdd. Slow Down Then it Reboots. No Display output onto any monitors of the board.

my specs:
CPU: Intel Core I5 3470 Ivy Bridge
GPU: Sapphire hd 7750
RAM: 8gb Kingston Limited Edition @1333mhz
Motherboard: Asrock H77 pro4-m
PSU: OCZ 750watt zs series

Solution

Motherboard works.
Ram works.
PSU works.

Unfortunately the only thing left is the CPU. Inspect it for bent (or worse) pins and improper seating, if that doesn't help return it.
Could be a bad motherboard. Mine was an Asrock, and it had a slowly-dying capacitor that caused more and more reboots when resuming from sleep or restarting. Replaced my mobo and I'm good to go.

Check your RAM in another PC to see if that's it, but it's probably the mobo - RMA that thing.

3 beeps is (usually) a memory error. You have bad ram or have not installed it correctly.

The board is functioning to some degree. Memory AKA RAM malfunction is 3 beeps. So we can now isolate that as something that isn't causing problems.

Try looking at your power supply and motherboard connections, you may have missed connecting the 4 pin motherboard connector.
