Lousy Frame Rates

I've been playing World of Tanks for a couple of years now and recently started to play World of Warplanes.

My ping averages 100-200 msec and my in-game frame rates with "medium" settings runs between 25-40 fps.

I am running a GTX 650ti "boost" with 2Gig DDR5 ram, an Athlon-II x4 cpu with 4 gig memory. Added an SSD which helps with loading screens but hasn't done anything for my ping or frame rate.

What else can I do? I refuse to believe that I have to drop the ingame settings to a "pong" level in order to achieve playable frame rates. I have ATT U-verse as an ISP and there isn't much that I can do about the ping as far as I can tell.

Any suggestions? I've dropped about $600 over the past two months and so far it's all been wasted money.
 
Solution
Check your ping with speed test and try pinging other servers to see if the game server your using is the closest to you. Try using google or open dns servers see if there bad AT&T server in your area. For frame rate you got a nice gpu on an older CPU. I would got a newer CPU/ram/mb combo before the Ssd. You can try overclocking your CPU to help.
