Having trouble with port forwarding

I need to set up a port forwarding with the Start point and end point at 200, on the local server, which in my case I believe is 192.168.1.33
The problem is, the port won't open despite me disabling both Windows and Router firewalls.
This is my ipconfig outcome's screenshot:

http://www.ipfingerprints.com/portscan.php shows that not only port 200 is filtered, but even port 80 which my local port scanner program shows to be open.

What kind of router do you have, and how have you configured port forwarding, screenshot from the router will be helpful
