dialup through fiber optic

I used to always connect at 49 kb/s on dialup with my ISP, but recently I have often connected at much lower speeds. My ISP told me it's because the phone company has been gradually changing copper wiring to fiber optic in the area. I was wondering if the ISP story made sense because I heard that some people use dialup through fiber optic wiring.

The fiber is for digital phone service and probably broadband internet service. This should have little to no effect on a dial-up connection. If it did have an effect, I would think it would be a slight speedup.
