I have a problem that only happened after changing harddrives around. When running any game or running a gpu burn in via kombustor, my fps drops significantly if there is no input movement.

During a typical gpu burn in, i average 77 or so fps then it drops to 22 and to as low as 6fps during the test if the mouse has not been touched.

running 1100/1575 at 1.2v bios 015.026...000907 driver 12.104 with cat 13.4 power limit is +20
Ive tried different drivers etc. Cpu is a 2500k oc'd to 4.5 stable.

You should not be using burn ins anymore, its just not necessary anymore.
Chances are the GPU is throttling, both MSI Kombuster and Furmark does this to GPUs.
DO not use them.

Lets hope thats not from damage caused by Kombuster.

Anyway, is it only at 1100MHz? Maybe it needs more voltage, 1.2v is not much.

Yes hasn't moved much from 1100mhz since ive got the card. I bumped to 1.25v. I keep reading that 1.3 is the safe maximum and do not dare go near it.

1.3v is the maximum people are comfortable with, I've gone higher without much issue. Go up to 1.3v and see if you still throttle.

no dice 1100/1575 at 1.3v still throttles after about 10 seconds of no mouse movement.

Pretty sure its a software issue then. Completely remove drivers and do a registry sweep to remove the files, then restart and install it again.
If that does not work I would suggest you try it in another computer to see if its doing the same, I doubt its the card that is faulty, but it could be your power supply or even your CPU.

What are your full specs? EVERYTHING? Especially PSU.

I went ahead and changed bios's back to f43 and applied the voltage and it seems to be fine now. far cry 3 didnt stutter once.. which was the main culprit. thanks Novuake

Sound more like a power save issue, check the Windows power options and consult the motherboard manual.

all the power save options are turned off. Cpu is overclocked with power save and speed step off. and Im running under high performance.

For anyone who may stumble upon this thread the fix was very simple and very overlooked..
My bad fps while idle was caused by a virus "iehighutil.exe" Simply running a virus scan would have solved my issue.
thank you to all who helped.
