  1. Best answer
Open Disk Management. (Winkey plus 'X' and choose 'Disk Management')
Right click on Drive C and choose 'Shrink Volume'
Reduce the size of C by the amount you want your new partition to be, ie 100000 Mb if you want around 100Gb Partition.
Click 'Shrink' and around 100Gb of Unallocated Space will be created. Right click on the Unallocated Space to create your new Partition.

    Try EaseUs
    http://download.cnet.com/EaseUS-Partition-Master-Home-Edition/3000-2248_4-10863346.html

Go to the Main Screen and select C.
Simply move the slider from right to left until you have reduced C by 390Mb

Create your new partition in the Unallocated space you now have and apply. As C can't be altered with Windows running, the changes will be completed on restart.
