ok, so I am working on building an amd budget build, and I have a budget of about 340$ for the mobo and cpu. my initial plan was an amd fx-8320 and an asrock 990fx extreme9, but after reading some mediocre reviews about the cpu and dismal ones for the motherboard, I may be forced to reconsider. do any of you have any experience with these parts or any alternative build options? any help would be much appreciated.

I have 2 7950's, 16gb of crucial balistix ram (4x4gb), windows 8 pro 64bit, a corsair 800d case (overkill I know, but I got it as a gift), and an ax1200w powersupply (also a gift and overkill), and I am plaining on running this on a run of the mill 1920x1280 23" asus monitor, because I already have 3 and I really like them. please keep in mind that I am only 14 years old, and this is only my third actual build.

Wow! Nice rig for a 14 year old. Are you planning on doing Eyefinity with triple monitors?

I was going to recommend a card for you, but I see you don't need any recommendations with HD 7950 CF. Yes, you definitely want the FX-8320 (or 8350) and a good 9 series board if you are going to be O/C'ing the Vishera.

I am doing an infinity setup and I am going to do some overclocks. my initial thought was to do a closed loop liquid cooler like the h100i, but I think I am going to do an open loop like my lga 2011 rig. any suggestions for a different motherboard or will the extreme 9 work?

For serious O/C'ing work with the big, hot 8-core Visheras, get the best 990FX board you can find. One with good heat syncs and lots o' phases.

Your Asrock is a good choice. My personal choice would be:
