Major issues with windows 7

My computer has literally started to implode software wise. First about 3 weeks ago skype after updating refused to boot. After a long tedious process found here I managed to get skype 4.5 working, much to my relief. Then about 1 week later both search programs and files and control panel (as well as many other key programs) stopped working with this error messages:

Now I have just braved through the annoyance and now have to face this when installing software for a Joystick.

I have no clue on how to approach these issues, if it is worth mentioning this is a new computer home built. If specs are needed I can supply.
 
Solution
try a system restore to before this all happened. problems like this can be easily avoided by installing another hdd and using a program like macrium reflect (free) and making a clone of the main drive to use as backup. its saved my ass a couple of times.
