How can I make someone else lag on my router?

So I have a family member who is sharing my internet and when he is streaming video through a device called TVPAD, which allows you to watch drama on it, it creates a whole world of lag for me when I play league of legends. However, when I try to make him lag it simply wouldn't work. My home connection is 18mb/s down, which can download at 2mb full. Even when I max out my connection by downloading 10+ torrents of blu ray disk and with hours long of youtube video running, the device still runs smoothly... yet the connection on my pc is already very laggy... so my question is are there any other ways to cause a chaos of lag to my connection. It would be best if I can make my connection as slow as a 56k dial up... Thanks in advance.

Your router may support bandwidth limiting, if you set their Ethernet port to something ridiculously low you could stop their Internet entirely.
You can also do this on your modem, find the IP address where their video content is coming from, set the priority to low or manually cap it.

Or go for the peaceful solution, tell the family member to download their shows the night before.
some of the better routers have qos settings that allow you to contol both input and output speed to a specific value you can set it low enough to not interfere with your other work. Many router that have QoS can only limit outbound traffic which is a waste of time. If your router does not have it you may be able to load dd-wrt on it.
