Text becomes clear after reinstall windows

the title say it i noticed this so many times , does this happen because clean install restore the factory settings so that the text becomes clear??? i`m waiting new monitor and i wonder if i should reinstall windows again
i`m using windows 7

I'm not clear on your problem? Are you getting blurry text on your computer? Have you already tried using it on another monitor before ruling out it is indeed the monitor? It could be your resolution settings as well. When your on your desktop right click anywhere on the desktop (where there isn't an icon of course) then choose screen resolution you can try different resolutions and see if that fixes your problem.
