Can you install your OS in an external ssd?

You can install the SSD from a laptop in a PC, but at the moment the OS (I assume Windows) will load, it will start installing drivers for the PC components and mess everything up just like you said.
There is also a limit to how many new parts you can change on an OS setup (again, Windows) before it gets locked and needs to be re-validated.

I believe not. The OS knows the motherboard that was used while installing. It's a method to keep people from selling pre-installed, pre-activated windows on hard drives. As far as linux or other free OS, I think you can, but it's highly un-recommended.
If you CAN, your PC will need to be able to boot via USB or eSATA.
