GTX 460 Graphics Performance Halved Recently

Hello,

Here are my PC Specs:

Processor: Intel(R) Core(TM) i7-2600K CPU @ 3.40GHz (8 CPUs), ~3.4GHz
Memory: 16 GB
Card name: NVIDIA GeForce GTX 460
GIGABYTE Ultra Durable VGA Series GV-N460OC2-1GI GeForce GTX 460 (Fermi) 1GB 256-bit GDDR5 PCI Express 2.0 x16

The issue I am having is recently my GTX 460 isn't performing like it used to. I run at 1080p resolution, and consistently would get 60+ Frames per second in games such as Borderlands 2 with optimized settings. Everything at max except for Physx. Recently my card had an issue were I booted up, had white dotted lines on the screen, had a stop error and it rebooted. Everything came up fine, I've had this issue happen in the past and usually I would update the drivers and the issue would go away for months.

This time I noticed an odd noise from the GPU when I would launch a game. It sounded like an odd fan sound, I checked and the fan was still spinning fine and my case isn't overly warm.

I noticed recently that since installing Heart of the Swarm my frame rates have went from 120+ to 20-60 with many resource stalls. I had read many articles about it being due to better graphics, and thought that maybe my card is just aging.

I read on a Tom's Hardware forum that recently GTX460 users had noticed performance issues with the latest driver, and recommended going back to 314.22. I have tried this and the performance issues, persist. I am now getting 50 frames per second in the Borderlands 2 menu with dips in the 30's, and immediately a max of 30 when in game.

Does this all point to my graphics card failing and needing to be replaced? It is still under warranty, so I can get it RMAed.

I ran a malware scan and no objects were found. CPU temps appear to be at normal levels. Around 30-40 degrees Celsius
