Micro-Stuttering in All Games

I've always had the notion that there was something wrong with my laptop, and I felt that maybe there was this slight stutter (literally) once per second, but I kind of shrugged it off. Games are still playable, but it makes the experience a lot less enjoyable. When I played on my friends Alienware M17x, his gameplay was smooth as butter. Ironically, he has the same chipset that I do on my custom Origin PC laptop, so I have no idea what the heck is going on. By the way, I updated my video card graphics to the latest, so updating graphics most likely won't fix this issue.

Here's my laptop specs:

Operating System
Windows 7 Home Premium 64-bit SP1

CPU
Intel Core i7 3720QM @ 2.60GHz 145 °F
Ivy Bridge 22nm Technology

RAM
8.00GB Dual-Channel DDR3 @ 798MHz (9-9-9-24)
Motherboard
CLEVO P15xEMx (SOCKET 0) 146 °F

Graphics
Intel HD Graphics 4000 (CLEVO/KAPOK Computer)
2048MB ATI AMD Radeon HD 7970M (CLEVO/KAPOK Computer)
Generic PnP Monitor (1920x1080@60Hz)
ASUS VH232H (1920x1080@60Hz)

Hard Drives
238GB Samsung SSD PM830 256GB (SSD)
466GB Seagate ST9500423AS (SATA) 101 °F

Optical Drives
No optical disk drives detected

Audio
Realtek High Definition Audio

P.S.: I am running Avast! Anti-Virus. I don't know if this causes stutter issues in games.

I would seriously appreciate some help! This issue is really beginning to piss me off!

Make sure that the switchable graphics are kicking in. If the computer doesn't kick everything over to the dedicated GPU you will experience stutter and lag. Hope this helps. :)

May have items in startup that are interfereing, can clean things out through MSCONFIG, but a better option may be a program like WinPatrol, which lets you 'manage' the startup programs, can simply disable them rather than remove (which may call for a reinstall if it's a needed item) them through MSCONFIG, and can later re-enable them

They are definitely kicking in!

I do not think it has anything to do with startup programs, my computer should be sufficiently quick enough to run the programs I have running in the background.
