After completing my build yesterday, I was able to enter bios and install windows. The computer seems to work fine except for the fact that shutting down the computer using windows shut down or the case power button will still leave the psu running. My drives will turn off, but the case fans, power supply, and cpu fan continue to run. I have also noticed that the power supply is able to run by itself without being connected to the motherboard with just turning on the psu switch. I have gone into bios and put it into power state s5 to make sure it's a complete shut down but yet the fans still run. I'm not sure if this is normal or not. I have installed a intel i7 4770k, Gigabyte ga-z87 UD4H, and a Rosewill Capstone 750M. Besides this issue, the computer runs perfectly fine, so I'm not sure what's wrong. Before installing the motherboard into the case, I put together the motherboard on the motherboard box and it posted fine. Should I be worried about this?

Is it still running all the time, or just for a little while after you shut down windows? If it's just a little while, it's most likely dissipating any power left over in the PSU, and should completely stop after a bit.

I let it run for about 30 minutes and it was still going, so no I don't think it was dissipating the power.

Should've updated my post, but in regards to my problem it was due to a faulty power supply. After replacing it, my computer worked like a charm.
