Running PC without PSU fan

System info:
CPU: Intel Pentium 4 3.0GHz
Motherboard: MSI 915PL Neo-V(F) i915PL
RAM: 1x DDR1 512Mb 1x DDR1 1Gb
Graphics card: GeForce 6600 256Mb
HDD: WD 1600JS 160Gb 7200rpm
PSU: Codegen 300W 230V ~3A 50/60 Hz
OS: Windows XP SP 3


My PSU fan just stopped working. It started to make noises and visibly slowed down in rpm. After a couple of hours it slowed down to only a couple of rounds per second and became really hot. I tried to clean out the dust and leave it to cool down a bit, but it did not help.

So for a temporary solution until i buy my new PC, I took out PSU, opened it up and put it on top of my PC to prevent it from overheating.

I have been running it like this for a couple of hours now and it seems to work alright for now. No significant changes in voltage values, the air around PSU does not seem to be too hot. I did not try to run any games or any "power consuming" software though.

So my questions would be:
Is it safe to run it like this? (minding all the wires and circuits showing)
For how long should I expect it to run like this?
Will it have an impact on other computer hardware?
Will it have an impact on computer performance?

Could have negative effect's most likely being overheating and frying something, or with it open someone touching something inside and possibly relly getting zapped...even with it turned off there still a lot of juice in there.....not something I would recommend
