Hate to point out the obvious, but if your not getting a display then either you haven't installed it correctly or your pc isn't working. Have you tested it on another screen?

You need to fix that before trying to install windows.

Hang on, I'm trying to figure out what you have done so far.

New Pc. trying to connect to tv
Didnt work

connected laptop to tv, that worked

tested the gpu in another computer, that worked.

Have you taken the new pc and tried a different screen?

Does the pc power up normally without any beeps or LED's lighting on the motherboard (if applicable)?

No beep's or LED's? and normal powerup? Then its almost certain to be an issue with the way the screen is connected as opposed to an issue with the PC itself.

Do you have a second screen eg. the one that the working pc you tested the card in uses that you can test the new pc with?

Oh I see, Can you try the RAM from the other PC or is it too old a generation? To rule out a faulty stick?

Failing that I'd try to RMA the board. They may give you a few more tests to try that I can't remember and if it doesn't work then you get a new board =D
