Possibly DOA Motherboard, possibly I'm just dumb. Need help

Well I bought the Biostar TA970 Motherboard as an upgrade from some shoddy other board I have, I'm not sure if it is dead on arrival because it works mostly fine... Basically my problem is this: I boot up (in my excitement I threw it into the case already... :( oh well). Anyway so I boot up and I get to the all familiar BIOS screen where it says "hit X key to go into settings" so I hit that key because I wanted to check everything before my first boot to windows, I do not change a single setting, just browsing through it's avaliable options (wasn't exactly a pretty BIOS screen, it says it is a UEFI BIOS. Which I was under the impression that would make it a bit... flashier? Anyway so I exit BIOS to boot into windows 8. I see a flash which I catch a glimpse of a big frowny face ":(" and words under it that say something along the lines of "there is a problem, restarting windows..." So it restarts and does it again...and again. At this point I'm frustrated, thinking maybe it is a SATA port issue, I try every other SATA port on the board, all with the same results. Am I missing something here?

It's funny that you say that, as my previous "shoddy" motherboard that I am currently forced to use is an ECS board. :/ it sucks bad, I have 16GB of 1600Mhz DDR3 RAM and it only recognizes like 1066Mhz....
