Oh boy, is this ever a loaded question.

The telecommunications industry has made a mockery of the term "standardization".

Take a look at this chart here and you'll see the reason why we can't have nice things.

LTE is off the table completely due to different frequency bands. UMTS (3G) is a tossup, but it "may" work if you get lucky. The much older GSM should work though as it offers full CDMA-2000 / GSM support on the bands which are used worldwide.

The SPH-L720 variant of the Galaxy S4 has been billed as being a "Global Roaming" variant. It's exclusive to Sprint. You can check and see if your phone is of this model by checking the "Model Number" field under "About Device". If this is the case, you should be able to roam around most of Europe on at least 2G speeds (both CDMA-2000 and GSM). 3G speeds including HSPA+ seem to be pretty well fleshed out on that model as well, but I do not know much about the 3G networks in Europe. LTE is probably out of the question though because that's an international disaster. All of this is of course dependent on there being 2G and 3G networks where you go.
