This will be a pretty beast system that likely won't be stopped for 3-4 years.

It broke the budget by 5USD, but you this also includes 16gb RAM (really not entirely necessary; you'll be fine with 8gb), an exellent CPU water cooler (you won't need if you're not overclocking), and a fairly nice case.

EDIT: I somehow forgot an SSD. Its up to you to choose where to cut back to put an SSD in. I would recommend a MUCH cheaper cooler (since not OC'ing, I would go with hyper 212+, cheap and effective, keep in mind that aftermarket cooling is not required when overclocking is not taking place. Also, if not overclocking, save a few bucks and grab the i5-4670 instead of the 4670.
EDIT2: Actually, I'll just make a whole new build for a non-overclocked system. Will be much easier

For a single GPU solution and assuming you are planning on spending $1600 and aren't concerned about saving more, I would suggest the first build I posted. It will likely last you 3 years as said and will enable you to overclock extremely well.

Although you stated you probably won't be overclocking, I would highly recommend overclocking as it allows you to squeeze extra performance out of your CPU that otherwise wouldn't be possible as the stock 4670 is hard to beat with any other CPU.

not really, OC is for people who want the best of the best thats all .. will give you 5 frames more or so ...

I personally dont like to OC unless there is a REAL reason for it , not to be best of the best and the fastest ..
