Computer sounds are crackling

The sound from my computer are crackling. It doesn't matter if I use my Sonic Gear speaker or my Razer Electra headphones, both sounds coming from both devices are crackling, I'm pretty sure it's not the device fault since I've tested it on my phone and it sounds perfectly.

I don't know if it's the sound driver's but I had installed the latest Realtek High Definition Audio drivers.

My motherboard model is Gigabyte G31M-ES2L if that has any help.

Please help me to solve this problem, it's really annoying to hear the crackling sound while hearing music in the computer.

I got that issue before on my previous case, I mean the one at the front panel causing some static sounds, it seems like the front panel wire was loose or something so I bought a new case, it was fine for a while. But after I installed the Razer Surround Sound Drivers, it started crackling, and then I removed it and installed the Realtek drivers, but the problem still occurs.
