Are these normal temps for a gpu? Is it time for an upgrade?

I am using an AMD FirePro v3900 for CAD 2D/3D drawings and gaming every now and then. But recently I downloaded a few programs (GPU-Z by techpowerup and game booster by razer) and discovered that my gpu idles at 68C and under a load averages about 110C. I was already planning on upgrading my gpu because it is not supported by 3ds max. I have 2 22" 1080p monitors hooked up to the card right now. If i should upgrade now what card should I get, I don't want to spend more then $400-$500 on a single card and no more then $700 if its recommended that I should SLI/Crossfire.

Processor: Intel i5-3570
Mobo: MSI Z77A-G45
Memory: 8gb 1600Mhz
SSD: 128gb Crucial M4
HDD: 500gb WD blue series
GPU: AMD FirePro V3900
PSU: Ultra 550 watt
 
Graphics cards run hot, but they are built to tolerate heat.
That said, I think your card is out of line. Perhaps the cooling fan is not working properly or has accumulated dust.

Newer cards run cooler.
As to a better replacement, look at your CAD software and see what cards they recommend. I am no expert on workstation cards.
Some apps can make use of the CUDA capabilities of Nvidia cards. See if that is applicable to you.

The value of cf/sli is for fast motion gaming. I doubt that is applicable to you.
You should be able to find something well under your budget.

Your 550w psu should be capable of running a conventional gaming card as strong as a GTX760 or 7950.

I did clean out my pc about a month ago, it wasn't that dusty, but it seemed to run fine, I do not know what it was running at before it was cleaned, because I just checked the temperatures for the first time 2 days ago
